Disability Access and Inclusion Plan

Disability Access and Inclusion Plan 2026–2030

A City where everyone belongs

The City of Charles Sturt is committed to building a community where people with disability can participate fully in everyday life - where our streets, spaces, services, and programs work for everyone.

Our Disability Access and Inclusion Plan (DAIP) 2026–2030 sets out how we will make this happen over the next five years.

What is the DAIP?

The DAIP is our roadmap for improving access and inclusion across everything we do as a council. It is a legislated requirement under the South Australian Disability Inclusion Act 2018, and it aligns with the State Disability Inclusion Plan 2025–2029.

The plan reflects what our community told us matters most about ensuring our City works for everyone, and making sure our organisation genuinely listens to and includes people with disability in decision-making.

What our community told us

Nearly 400 community members shared their experiences and ideas through surveys, workshops, and community events across 2025, and in feedback on our draft DAIP document. We heard that accessibility and inclusion is about feeling welcome, being heard, and having equal access to the things that make our City a great place to live.

Community members told us they want inclusive design embedded from the start. They want our council to lead by example, communicate in ways that work for everyone, and recognise that disability can overlap in all sorts of ways with other aspects of identity and life experience.

Our seven commitments

The DAIP is built around seven commitments:

  1. Listening, learning and co-designing: Involving people with disability in decisions that affect their lives
  2. Leading by example: Building a positive culture of disability access and inclusion in our organisation and community
  3. Building accessible communities: Creating public spaces, buildings, and infrastructure that everyone can access and enjoy
  4. Connecting people to services and opportunities: Breaking down barriers to community life, employment, and volunteering
  5. Communicating accessibly: Making sure everyone can access information in ways they understand
  6. Supporting community inclusion: Helping local businesses and community groups create welcoming and accessible experiences
  7. Recognising overlapping barriers: Responding to the diverse and intersectional experiences, needs, and identities of our community
