Urban Employment Zone Land Review

The City of Charles Sturt Council endorsed the Urban Employment Zone Land Review.  The purpose of the Review was to consider the previous recommendations and land use assessment framework from the Industrial Land Study, 2008 to reaffirm which precincts are still considered for the longer term as Prime Employment Areas. The recommendations of the Review will assist to inform Council in its overall consideration of future rezoning proposals for land contained within the Urban Employment Zone.

Industrial Land Study

The City of Charles Sturt has around 560 hectares of Industry zoned land in 22 separate precincts, scattered across much of the Council area.

A study has been undertaken to develop a strategic framework for the future development of the industrial areas in the City.

The study involved a comprehensive review of industrial land across the Council area, addressing the continuing strategic relevance of the current industrial zones and recommending change where appropriate. The study was complete in April 2008.

Employment Revitalisation Plan

Following completion of the City’s Industrial Land Study, a further study was undertaken to develop a strategic framework of the City’s Prime Industrial Precincts to improve employment growth.

Opportunities for the future development of industrial areas included the investigation of Development Plan policy amendments, identifying critical infrastructure requirements and developing an economic development strategy. The study was endorsed by Council in July 2012.

Inner West Precinct Urban Design Place Making Framework

The project was commenced by Council to examine place making and integration opportunities in the study area defined by the suburbs of Bowden, Brompton, Hindmarsh, Ovingham and Ridleyton that surround the State Government’s Bowden development.

The draft Framework was also undertaken to implement the outcomes promoted through the 5000+ initiatives which was an Integrated Design Strategy led by the Integrated Design Commission (IDC) for inner Adelaide of which the City of Charles Sturt was involved as a partner with other councils.

The Framework incorporates an implementation plan to develop the study area in a manner that can build on the history, culture and stories of the people who live and work there. This will be achieved by continuing to create active places and spaces in this area for the community to live and work.  The Framework was endorsed by Council in February 2013.

Residential Growth Strategy and Character Study

The purpose of the Residential Growth Strategy and Character Study was to undertake a strategic review of residential land within the city to identify where increased residential development and regeneration could occur in the context of the State Government's 30 Year Plan for Greater Adelaide.

Residential character was reviewed to document the character elements of growth areas. The study has reviewed if change is required to existing zones and policy areas and has also reviewed a number of existing residential design standards. The study was complete in May 2011.

Residential Streetscape Analysis Study

In March 2013 the Charles Sturt Residential Streetscape Study was started. The primary purpose of the study is to examine Council’s residential areas (excluding the existing Historic Conservation Areas) and provide a strong rationale, based on extensive analysis and quantifiable data, for the potential inclusion in a ‘streetscape’ zone or policy area in the Development Plan.

This information will inform the preparation of a subsequent Development Plan Amendment (DPA) by the Council, which will include Desired Character Statements and policies to ensure the enhancement of these areas and encourage contextual development.

Charles Sturt Residential Land Supply Study

With the release of the State Government’s Discussion Paper on the Greater Adelaide Regional Plan (GARP), 2023, Council staff undertook a review to reflect on the last 10 years of residential growth and consider what current housing supply this has generated for our city and what might need to be done to continue to provide a further 30-year housing supply. The study assisted Council in the preparation of its submission to the State Planning Commission's Discussion Paper on the GARP.

Planning for Social Infrastructure in Major Urban Infill Developments Research

In 2011, Charles Sturt Council managed a project funded by the Local Government Research and Development fund that investigated ‘Planning Social Infrastructure and Community Services for Urban Growth Areas’. The research utilised the following commonly held definition of Social Infrastructure.

This piece of work also produced a comprehensive suite of documents that

  • examine national and international literature on urban infill development with a focus on community development and community service provision
  • identify case studies that provide examples of best practice
  • develop a set of principles and a service planning model and
  • provide a practical implementation guide.
