We manage parking compliance on public streets, on land owned by Council and by agreement - private area parking. It is important that drivers follow the requirements of all parking controls and the Australian Road Rules for the safety of all road users.
The Expiation of Offences Act 1996 (the Act), the Road Traffic Act (1961) and Australian Road Rules include provisions that allow an expiation notice to be withdrawn only where very specific circumstances exist, or where the offence could be considered trifling as defined by the Act.
Your Options
If you have received an expiation notice your options are to:

To pay your Expiation Notice, you’ll need the expiation number or the vehicle registration number. The expiation number is on the original notice, or on any of the reminder notices issued to you.
You can pay an expiation by any of the following methods:
- Online
- via phone by calling Customer Contact on (08) 8408 1111
- In person at City of Charles Sturt, 72 Woodville Road, Woodville
- By cheque or money order to our postal address 72 Woodville Road, Woodville SA 5011.
For a payment arrangement to pay the expiation in instalments, this needs to be submitted via the State Government’s Fines Enforcement and Recovery Unit.
Reviews
Expiation Requests must be in writing and are based on our Expiation Notice Review Policy.
To request a review please fill in the Parking Expiation Notice Review Form with any documentary evidence provided.
Once you have submitted your request for review, your parking expiation will be placed on hold and no further fees will apply while we consider the information and respond to your request. Parking expiation reviews generally take 4 to 6 weeks to complete.
If you do not hear from us within that timeframe, please contact us.
Alternative Driver/ Owner Nomination
If you were not driving the vehicle at the time of the offence or you were not the owner of the vehicle at the time you can nominate the driver/owner.
Complete the Online Nomination Form and ensure this is submitted and received by the City of Charles Sturt before the notice is due. Upon receipt and review of the nomination form pending all details are completed, a new notice will be issued to the nominated driver or new vehicle owner.
Please note that all form details need to be completed prior to the notice being redirected to the nominated driver/owner.
If you wish to dispute the allegation rather than pay or have the expiation reviewed, you can elect to be prosecuted for the offence and have the matter dealt with in the Magistrate’s Court.
You will need to complete the Election to be Prosecuted form found on the rear of the original expiation notice or by completing a Statutory Declaration for Parking Expiations form. Return the completed form:
- In person at City of Charles Sturt, 72 Woodville Road, Woodville
- By post to 72 Woodville Road, Woodville SA 5011.
Please note the election to be prosecuted must be returned in its original form and cannot be scanned or photocopied. The expiation needs to be in the name of the person who wishes to be prosecuted.
