Essential Safety Provisions

Annual Return of Essential Safety Provisions – Form 3

Each year, building owners or managers are responsible for completing a Form 3 Maintenance Verification to confirm all essential safety provisions (ESPs) in the building have been checked and maintained.

Under Regulation 94 of the Planning, Development and Infrastructure (General) Regulations 2017, you must:

  • Complete the Form 3 at the end of each calendar year
  • Submit the Annual Return Form 3 to Council within 60 business days from the start of the new year

Please email the completed form to ESP@charlessturt.sa.gov.au

Important notes:

  • The form must cover all required Essential Safety Provisions and any approved Alternate Solutions for the building
  • Incomplete forms, or forms with items crossed out, will not be accepted and will be returned
  • If you're unsure what ESPs or Alternate Solutions apply to your building, please contact an accredited Building Surveyor as soon as possible

If updates are needed, a formal application can be submitted through the PlanSA portal.

For further information on Essential Safety Provisions, please refer to the PlanSA  Form 3 – ESP Maintenance Certificate and other related documents.

Should you require any additional information, please call 8408 1111 and ask for the Building Duty Officer.
