North West Corridor Transport Study

The North-West Corridor Transport Study was developed in response to changing built form and transport objectives articulated in the ‘30-Year Plan for Greater Adelaide’, namely improved walking and cycling networks and access to public transport.  These modes of transport have no, or significantly reduced greenhouse gas (GHG) emissions so they are more sustainable, increased activity giving health benefits; and the reduced cost making them more socially inclusive and financially equitable.

The Study covers the area in the Outer Harbour Growth Corridor, primarily between or adjacent to Port Road and Torrens Road and Park Terrace and Woodville Road.  Principles developed in the Study can be applied to the other nominated Growth Corridors.

The population projections for Charles Sturt show that from 2006 to 2031, the population will expand by 13,404 according to the 'medium scenario' and as much as 37,602 should the Greater Adelaide growth target scenario ‘2’ million by 2050 be achieved.

This means an additional 19,100 dwellings in the City of Charles Sturt with the majority being located in Growth Corridors along Port Road, Woodville Road, Grange Road and West Lakes Boulevard.  We expect the local streets currently carrying 200-300 vehicles a day may carry 3 to 4 times that amount of traffic by 2031.  It is becoming more difficult to design streets for drivers and retain safety, amenity and ambiance.  Instead, street design in Growth Corridors should focus on how people use the street and developing an appropriate sense of ‘Place’.

The travel of vehicles should be highly constrained so as not to dominate the use of these valuable public spaces.

The Study applies the ‘Link and Place’ method which has recently been used in the ‘Streets for People: Compendium for South Australian Practice’ to identify the level of importance of selected streets to ‘Place Making’ and to transport function.  These attributes are evaluated using a matrix which then gives rise to street typographies which are now being used as a starting point for community engagement about road reconstruction projects within Growth Corridors.

What is a Transport and Parking Plan (previously known as Local Area Traffic Management)?

The community, or Council, often identifies traffic or parking management issues within a local street network. These issues are investigated by Council and in some cases, simple, low cost, site specific treatments will address the identified issue. In other cases more substantial treatments are required.  These treatments are usually aimed at reducing traffic volumes, reducing traffic speeds or major improvements to intersections using treatments such as reduced speed limits, road humps, slow points, roundabouts, road closures, driveway links etc. These more substantial treatments can create new issues or relocate an issue to other streets in the area.  As a result, the use of substantial traffic management treatments in the local street network need to be considered on an area wide basis.  The management of traffic on the local street network as a whole area is termed Local Area Traffic Management (LATM).  Transport and Parking Plans are developed to recommend LATM and parking improvements, which are prioritised and installed over a number of years.

TPP Study Area Prioritisation

TPP study areas are defined by physical barriers such as rivers, major and distributor roads and commonality of land uses.

Prioritisation is based on a system where scores are allocated to each local area precinct based on its recorded performance. The criteria includes:

  • Crash statistics
  • Traffic speeds
  • Traffic volume
  • Road purpose / service level
  • Through traffic
  • Commercial vehicles and
  • Activity generators

Woodville West Transport and Parking Plan (WWTPP)

The Woodville West Transport and Parking (WWTPP) is to provide recommendations for future improvements for the local transport network, including a strategy for implementation. A detailed assessment of the existing conditions within the study area was undertaken. The previous studies have been reviewed and summarised with an assessment undertaken on the recommendations contained within these reports.
