Home Energy Rebate Scheme

Small changes can make a big difference

Our Home Energy Rebate Scheme helps residents take practical steps towards a more comfortable and energy-efficient home, with rebate offers on a range of eligible products and upgrades which reduce household costs.

The scheme supports sustainable choices in our community such as sealing draughts, improving window coverings, installing external shading and choosing active transport options.

There's added benefits for residents who also access our Energy and Climate Change Assessment grant program too.

Please read all information below for terms and conditions that apply to this scheme before submitting an application.

If you are unsure whether an item, supplier, or upgrade is eligible, please check with us before you purchase – rebates cannot be approved retrospectively for items purchased outside the guidelines.

Yes. A tax invoice is required as proof of purchase, to confirm the price paid, and the date of purchase.

The tax invoice must:

  • Show the words "Tax Invoice"
  • Include the supplier's business name and ABN
  • Itemise the product or service supplied
  • Show the date the product or service was supplied
  • Show the price paid, and the GST amount (if any)

The tax invoice must be from a reputable, ABN-registered supplier or tradesperson. Items purchased second-hand, or through private/classified sales platforms (e.g. Facebook Marketplace, Gumtree), are not eligible for a rebate under this scheme. Purchases from unregistered or informal sellers cannot be verified and will be declined.

A non-complying tax invoice will result in your application being rejected. We reserve the right to reject an application with a non-complying receipt, and this decision is final.

Applications are submitted via the online application form.

Once submitted, you will receive an emailed copy of your submitted application so you can check the details are correct. Please review this carefully - it is your responsibility to ensure all information and documentation provided is accurate.

Applications are assessed in the order they are received while funding remains available.

Rebates are paid by reimbursement via Electronic Funds Transfer (EFT) to your nominated bank account once your completed upgrade and valid tax invoice have been reviewed and approved.

Please allow up to 10 business days for your reimbursement to be processed once your claim is approved. Once payment has been made, you will receive an automated confirmation email.

If you have not received payment within this time, please contact us on 08 8408 1111 or council@charlessturt.sa.gov.au.

  • All applications are assessed against the eligibility criteria and approval is at Council's discretion – meeting the eligibility criteria does not guarantee a rebate will be approved.
  • Council is not liable for the performance of any product or upgrade purchased under this scheme, at the time of installation or at any time in the future. This includes but is not limited to draught sealing effectiveness, curtain or blind thermal performance, or bike condition and durability.
  • Council will not be liable for any damage to property arising from the purchase, installation, or use of an item funded under this scheme.
  • If you are unsure whether an item, supplier, or upgrade is eligible, please check with us before you purchase – rebates cannot be approved retrospectively for items purchased outside the guidelines.
  • By applying, you agree to a request for us to undertake random follow-up checks, which may include contacting your supplier to verify your tax invoice, or requesting additional evidence (e.g. a photo) to confirm the upgrade has been completed as claimed.
  • The item must be purchased and paid for within the eligibility period – from the program launch date, through to 20 June 2027 (end of the pilot's first financial year). Your tax invoice must show a purchase date within this window.
  • Complete and complying applications are considered in the order they are received. Incomplete or non-complying applications cannot be assessed. We will contact you in this instance and may invite you to resubmit with the required information. Ineligible applications will be rejected.
  • Rebates are available for complying applications until 20 June 2027, or until pilot funding is exhausted, whichever comes first. We will not be liable to provide a rebate once pilot funding is exhausted.
  • This is a pilot program to test demand and process. Continuation or expansion of the program is subject to a separate Council decision.
  • We reserve the right to vary or amend these conditions at our discretion.

This is a pilot program reinvesting community renewables revenue back into our community to support sustainability initiatives in our City.
