Street Trading on Local Government Land

Mobile vending, street trading and pop-ups are popular in the City of Charles Sturt.

If you're selling any kind of product on local government land, you must get permission before starting business trade.

Council can provide this permission under the Local Government Act 1999. There are requirements for operating a mobile food business the City of Charles Sturt. Read our Street Traders Guidelines and Location Rules and policy.

The City of Charles Sturt provides 4 types of Vending permits:

Mobile Vending Permits – Food Trucks
Mobile Vending Permit holders may trade at any of the approved food truck locations. Permits are issued on a monthly or annual basis.

Ice Cream Food Vending Vans – Mobile Vending only
The area is divided into 4 geographical sections for the purpose of issuing Ice Cream vending permits. These vans only stop to trade as hailed by customers and service residential homes.

Ice Cream/Ice Confection Hand Cart Vending on the Foreshore
The foreshore area is divided into 4 geographical areas for the purpose of issuing foreshore vending permits.

Event Vending
Event vending for approved events, private functions, or as part of fundraising activities and pop ups are considered on a case by case basis in line with the relevant Community Land Management Plan for the area. Event vending requires the consent of the event organiser and is permitted only at the site, date and time of the event. Activities may include fundraising activities and pop ups as part of a short term (eg one day) event.

Please note, if a Mobile Vending Permit Food Truck Permit holder has an existing annual permit, the maximum combined permit fee for the year cannot exceed the fees set in regulations.

There is a non-refundable Application Fee of $55 which must be paid upon submitting the application.

On approval, the following fees will apply:

  1. Read the Street Traders Policy and identify what section/area applies to you
  2. Read the Street Traders Guidelines and Location Rules
  3. Read the Street Trading on Local Government Land Conditions
  4. For Mobile Food Vending, check that locations permitted on the Pre-Approved Locations for Mobile Vending Map meet your needs
  5. Complete the Application form

The assessment process happens within 10 business days and includes:

  • confirmation of your details and required documentation supporting your application
  • investigation of your proposed activity

On approval, you will be provided with a permit confirming the approved activity and the conditions. A Tax Invoice will also be provided for the permit fees and payment must be made within the terms outlined within the Tax Invoice.

You can make payment online or refer to the Tax Invoice for other payment methods.

  • If you are Street Trading at an Event on Local Government Land, you will need to complete either a Food Event Notification form or if you are coordinating the event a Food Notification for Event Coordinators form. If you intend to apply for a Street Trading on Local Government Land permit for 12 months or longer, you will also need to complete a Food Business Notification Form with your local Council.
  • You will need to supply the following information with your application:
    • Certificate of Currency showing a minimum ten million dollars ($10,000,000) Public Liability Insurance. 
      Note: Tax invoices are not considered sufficient evidence of a Public Liability Insurance Policy
    • Insurance Schedule detailing all inclusions and any exclusions to the Policy.
    • If a vehicle/cart has been purchased, a photo of the vehicle/cart.
  • Any approval to operate a mobile food/beverage vending is subject to approval by Council’s Environmental Health Department.
  • Applications will be considered within 10 business days from the date that all required information has been lodged with the Council.
