17 June 2026 – Community Consultation Now Open
Community consultation is now open on the draft Master Plan for Jubilee Reserve.
Thank you to everyone who has shared feedback on the future of Jubilee Reserve so far. Your input has helped shape this draft Master Plan, which is now being presented for further community feedback.
The draft Master Plan presents a vision for Jubilee Reserve that supports community recreation, summer and winter sports, and shared use. It includes proposed improvements such as open and flexible green space, improved lighting and safety, upgraded community facilities, better movement through the reserve and improved connections to nearby community spaces.
How to provide feedback:
Please complete the survey via Your Say Charles Sturt. The project page includes the detailed draft Master Plan, including the summer and winter sports layouts. We are also holding community drop-in sessions, providing an opportunity to chat with the project team in person and ask questions about the draft Master Plan.
Consultation closes on Sunday 12 July 2026.
We look forward to receiving your feedback.

25 May 2026 – Planning and Consultation Update
We have continued working closely with Jubilee Reserve site user groups, stakeholders and our design team to further refine the draft master plan concept.
Recent workshops have provided valuable feedback on how people use Jubilee Reserve and what matters most to them. This included discussions about site access and movement, shared use, storage, sporting layouts and improvements to Club West Lakes.
A site survey has also been completed, giving us more detailed information about the existing layout and conditions of the reserve. We are now bringing this feedback and technical information together so the next stage of consultation is based on a more informed and refined draft concept.
To allow time for this work, the next round of community consultation is now expected to commence in June 2026.
Thank you to everyone who has contributed so far. We appreciate the time, local knowledge and feedback shared throughout this process and will continue to keep the community informed as planning progresses.

16 April 2026 – Design Workshop Update
Following the Council decision on the 24 February, council staff have been working with our architects and design team and meeting with user groups about the Jubilee Reserve Redevelopment.
This week we held a design workshop with Jubilee Reserve site user groups as part of our engagement process.
The workshop focused on the DRAFT concept master plan, including both summer and winter sport layouts. The session provided valuable feedback from site users, helping create better understand of how the reserve could function in the future and what is most important to those who use it regularly.
A site survey is also being completed to support the next stage of planning. This work helps provide detailed information about the existing layout and helps inform the development of the draft concept.
What happens next?
We are now reviewing and consolidating feedback from the workshop, along with the outcomes of the site survey, to further refine the draft concept and prepare for the next stage of community consultation.
The next phase of consultation is planned to commence in May.
You can also follow Your Say Charles Sturt to stay informed.
13 March 2026 – Site Survey
You may notice some activity at Jubilee Reserve later this month.
From 23 March a surveyor will be on site to carry out a survey of the reserve. This work gathers accurate measurements and information about the existing layout of the site to support the next stage of planning.
Undertaking a site survey is a normal step when developing a master plan and helps ensure the design work is based on accurate information.
At the same time, we are continuing to meet with Jubilee Reserve site user groups to discuss and refine the draft concept design, then we anticipate inviting wider community feedback on the draft concept design in May 2026.
Further updates will be shared on this page as planning and engagement activities continue. You can also follow Your Say Charles Sturt to stay informed.
24 February 2026 – Council Meeting Update
Last night, Council endorsed a draft Master Plan concept for Jubilee Reserve as the preferred design to progress to the next stage.
This decision allows the project to:
- lodge an application with the Federal Government for $5 million in funding
- commence the next stage of community engagement with the community and site users
The draft concept includes a dedicated senior soccer pitch, upgrades to lighting and facilities, improvements to Club West Lakes, and changes to the layout of existing sporting areas to support shared use and long-term sustainability. Importantly, the senior pitch will remain available for community use when it is not being used for training or games.
What happens next:
Council will now work closely with the community and Jubilee Reserve site user groups to further develop the draft design.
This stage will include more detailed discussions about fencing, lighting, safety, access, parking, landscaping and how the reserve can continue to support shared use and community access. It will also consider suggestions raised during earlier engagement, including play and fitness elements.
The next round of community consultation will commence soon. Updates and opportunities to provide feedback will be shared on this page. You can also follow Your Say Charles Sturt to stay informed. Local residents will receive information in their letterbox, and signs will be placed around the reserve to highlight the next stage of consultation.
19 February 2026 - Community Update
Thank you to everyone who shared feedback with us about Jubilee Reserve during our recent community engagement process. We received 992 contributions from community members and stakeholders, including 719 survey responses.
During this process, we met directly with each existing site user group that holds a lease or licence at Jubilee Reserve and in mid-December 2025 we ran a design workshop to discuss possible future 'what-if' scenarios with existing site user group representatives, council staff and our design team, City Collective.
A report on the findings of our community engagement process and the reserve proposal will be presented at the Council Meeting on Monday 23 February 2026 at 7pm.
Visit the project page on YourSay Charles Sturt for more information.
19 January 2026 - Planning Update
The Grange and West Lakes Bowling Clubs have recently met with the City of Charles Sturt to discuss a proposal to amalgamate into a single club and relocate to Grange Bowling Club as its new home.
Both clubs voted in majority support for this proposal to be presented to Council for further consideration.
A report will be provided to Council for consideration at the next Council Meeting on Tuesday 27 January.
This report will ask Council to consider whether it wishes to:
- progress a formal offer to acquire the Grange Bowling Club land, and
- support the proposed amalgamation of the Grange and West Lakes Bowling Clubs.
If Council supports progressing the proposal, it would then move through further governance processes, including consideration by the Audit and Risk Committee, before returning to Council for final consideration on 9 February 2026.
No final decisions have been made at this stage.
What does this mean for Jubilee Reserve planning?
Work on the Jubilee Reserve Redevelopment Opportunity is continuing and remains focused on understanding community needs and priorities. This includes:
- finalising the Community Engagement Summary Report, based on consultation completed prior to Christmas, and
- continuing discussions with the project architects to explore future options for the site.
If the bowling club amalgamation proposal proceeds, it would result in the new club being based at Grange in the longer term, creating additional space at Jubilee Reserve.
Should this occur, we would revisit the design process and re-engage site users and other stakeholders to ensure any future planning reflects the changed site context. In that circumstance, a proposed Community Engagement Approach will be brought to Council for consideration on the 23rd of February 2026, together with recommendations relating to the lodgement of an application for the $5,000,000 Federal Grant.
12 December 2025 - Update Post Design Workshop
On 10 December 2025, a design workshop was held with site users of Jubilee Reserve. Site user representatives came together to explore ideas for the future.
The workshop focused on:
- Review of draft project objectives for Jubilee Reserve
- Discussions about how different site users access and share the reserve
- Exploration of ideas for the future to meet school use, community use and sporting needs
The workshop was constructive and provided us with valuable insights to guide concept development. The project architects will now use this input, along with the broader community feedback collected during consultation, to begin shaping a draft concept design.
What happens next?
- We will refine the ideas explored in the workshop and develop a draft concept design
- We will prepare a Community Engagement Summary Report bringing together stakeholder and community comments received to date.
- We will prepare a Community Engagement Approach suggesting our approach to future stakeholder and community consultation should Council determine to proceed to a funding application
These items are anticipated to be brought to Council for consideration at the meeting on Monday 9 February 2026, where Council will determine next steps, including whether to proceed to a funding application. We will continue to share updates as the process continues.
