The Jetty Street upgrade is now entering the final stage between Charles Sturt Avenue and Military Road, where the key business precinct is situated.
The streetscape upgrade will address a number of safety concerns highlighted in our consultation with residents and businesses, including:
- Slowing traffic entering Jetty Street from Military Road by installing a raised pedestrian crossing which will also benefit pedestrian access across Jetty Street
- Relocating parking away from the intersection to avoid cars reversing out of parks into the travel lane of turning vehicles from Military Road
- Removing the right turn from Jetty Street to Military Road to improve safety for pedestrians crossing Military Road
Jetty Street has been a staged upgrade, beginning in January 2023, to ensure as we worked between Surrey Street and Military Road, residential access was maintained to all houses. We had anticipated construction to be complete within the 2022/23 financial year, however have had delays due to unknown site conditions that present when we commence works and start digging, the availability of resources for some aspects of the project such as the retaining wall, works during school hours only near Grange Primary School (Surrey Street) and maintaining traffic flow of the street. Autumn and Winter wet weather has also contributed to some delays, and the project has been extended into August for completion, with paving, concrete and asphalt in the business precinct.
Road works, while necessary to improve our roads, can be frustrating and have impact on our local communities and businesses. In a tightknit precinct like Jetty Street, we want to ensure the area remains active and accessible as we complete the work, especially during the Winter period.
Support the Traders in Jetty Street
We acknowledge it’s frustrating to visit a street under construction and it can be tricky to park in a suitable location. While parking along Jetty Street near Military Road will be intermittent throughout the last stages of the works, we have created a parking map to assist with alternative parking options that may assist your visit to the business precinct.
Please continue to support your local area and enjoy the improvements we are making.
To improve pedestrian access, as well as safety and amenity for all road users, we propose to slow the traffic and remove the key safety risks identified.
This project aims to transform the shopping/business precinct into a place for people, where you would see:
- upgraded wider footpaths on both sides of the street
- a raised pedestrian crossing to cross Jetty Street as well as slow traffic entering
- new landscaping
- parking relocated away from the intersection and converted from angled to parallel
- the right turn from Jetty Street to Military Road removed, improving safety for people crossing Military Road
- creative elements such as artwork and sculptures, planned to be incorporated with future budgets
Streetscape Upgrade
From the shopping precinct to Surrey Street you would see:
- upgraded footpaths on both sides of the street
- accessible pedestrian ramps and zebra crossings at the intersections for east-west pedestrian traffic, heading to and from the coast
- the road reconstructed with renewed kerbs, a new spoon drain, and new stormwater drainage to assist with localised flooding and ponding
- Norfolk Island Pine trees retained
- on-street parking bays marked out (Jetty Street to Charles Sturt Avenue) to maximise available spaces)
The section of Jetty Street between Surrey Street and Military Road is due for a road reconstruction as the associated assets are past their useful life.
Road reconstruction projects present an opportunity to reconsider the current road alignment and surface treatment in preparation for the next 60 years of the life of the road as well as seek any traffic related opportunities we can look at through our design.
Community consultation about the opportunities occurred in 2021. In February March/April 2022, the final design was presented to the community seeking any further feedback.
A Community Engagement Report is available on Your Say Charles Sturt.
The local knowledge, genuine concerns and great ideas raised through feedback were considered amongst many other project factors. Whilst community views often differ, and some are very divided, the option(s) supported by the majority are most often those incorporated into the final plan (at our discretion).
Detailed designs were then developed in 21/22 and community notification prior to construction in early 2023.
Construction began in January 2023 on the residential section of the road between Surrey Street and High Street. Works have occurred in and a staged approach towards Military Road to continue to maintain a level of access to properties and businesses throughout the works.
Works are expected to be complete in August 2023. Schedule of works is subject to weather, rain and other circumstances. Given construction is now in the final stages over the Winter period, we acknowledge that rain delays can severely impact the project timeframe. One day of heavy rain can push the project out as we cannot pour concrete or lay bitumen if the road is too wet or during rainfall events.
There are plenty of free parking options whether you're dropping in for a quick visit or staying a little bit longer. See our parking map for where to find all day and short stay parking.
We are often asked if ratepayers are eligible for rate reductions during roadworks, due to the disruption they are experiencing.
Rates are a form of taxation. The amount each ratepayer pays (in rates) annually contributes toward the amount of money required to deliver the services, infrastructure and projects across the City of Charles Sturt, as endorsed in the annual budget. As a tax, the rates paid may not directly relate to the services used. Allowance is made in the budget each year for a suite of rate rebates and rate relief as outlined in our rating policy. There is no rate rebate or rate relief for disruption caused by roadworks.
Road assets need replacing and upgrading to ensure they remain safe and accessible for our community, in line with our asset management plans. New infrastructure is required to ensure we continue to meet the changing needs of our community. Asset replacements/upgrades and new assets are planned for in our long term financial plan, to ensure that the cost of assets is fairly distributed across the life of the asset. We are often successful in obtaining external grants from the State and Federal governments, to deliver asset upgrades and new assets that provide even better value for money for our ratepayers.
Some level of disruption is unavoidable while the assets are being replaced, however the investment by Council benefits the ratepayers once works are completed.
If you are a business or homeowner experiencing hardship in paying rates, you are able to apply for rates deferrals and/or payment plans to support you through the time of hardship. See our Rate Relief information.
