Place Makers Business Attraction and Improvement Fund

The Westside Place Makers Business Attraction & Improvement Fund (BAIF) helps improve the amenity of local businesses. It stimulates key retail precincts that are in line with the City of Charles Sturt Place Making Framework.

The BAIF helps small business and property owners revitalise these precincts by updating building facades and upgrading fit-outs.

Property owners, tenants holding owner’s consent or potential businesses interested in seeking funding for either façade improvement grants or fit-out grants.

The process can take up to 8 weeks. Our team will advise you about time frames along the way.

Façade improvement

We can fund up to 50% of project costs to a maximum of $3000.

Façade improvements must be visually prominent. They should contribute to the desired character and ambience of the retail precinct where the business is located. 

A façade improvement is more than just paint and plaster. It needs to consider how improvements connect with the community. It should create civic pride, address weather conditions, improve after hours public safety, enhance pedestrian use, and support a retail and lifestyle precinct. 

Applications that are innovative and creative are more likely to receive funding.


Council can provide up to 50% of project costs to a maximum of $5000 for new businesses seeking to establish or relocate within a retail precinct in the City of Charles Sturt.

Businesses should have attributes that are consistent with the Place Making Framework.

Fit-out contributions can be for kitchen and dining areas, wall removal, customer service counters and display areas.

Priority is given to:

  • businesses that make a positive contribution to existing strengths of a precinct
  • the conversion of office space to retail
  • property that is currently vacant

You must lodge a solid business plan/proposal that addresses:

  • compliance with BAIF guidelines
  • intended business focus
  • business hours
  • proposed layout/floor plan
  • intended works and three quotes
  • start and completion dates
  • letters of support from the property owner and proposed lease agreements
