Vehicles are prohibited from driving over or parking on a public reserve or the foreshore without prior permission. This is under Council's By-Law No. 3 - Local Government Land.
These activities can be things like:
- vehicle access to a private property for purposes like off-loading or delivery of heavy equipment where no other alternate access is available
- scheduled community or sporting event being held on a public reserve to aid with set-up off-loading
- scheduled event parking (overflow car parking on a public reserve) or car show
On approval of your application, the following permit fees will apply:
Permit for vehicle to travel across Council Reserves/Foreshore (> 5 working days processing time) | $60 per permit |
Permit for vehicle to travel across Council Reserves/Foreshore (2-4 working days processing time) | $250 per permit |
Extension of duration of approved permit (before permit expiry date) and reschedule of post inspection due to non-compliance | $15 per permit |

The assessment process happens within 5 business days and includes:
- confirmation of your details and required documentation supporting your application
- investigation of your proposed activity
- internal consultation with Council’s Parks and Gardens and Arboriculture Team to determine suitability
- pre and post inspection of the reserve
On approval, you will be provided with a permit confirming the approved activity and the conditions. A Tax Invoice will also be provided for the permit fees and payment must be made within the terms outlined within the Tax Invoice.

- You will need to supply the following information with your application:
- Plan showing dimensions and access to reserve
For access through a reserve to a private property, unloading/loading of a vehicle or a car shot permit:
- Certificate of Currency showing a minimum ten million dollars ($10,000,000) Public Liability Insurance.
(Please note that tax invoices are not considered sufficient evidence of a Public Liability Insurance Policy), or - a copy of the Vehicle Registrations for each vehicle
For Event Parking:
- Certificate of Currency showing a minimum ten million dollars ($10,000,000) Public Liability Insurance.

If your application is for an event that is being held on a public reserve, you will need to firstly book the reserve through Council’s Event Officer who can be contacted on 8408 1127. Vehicle access permits cannot be approved until your event booking has been confirmed.
- Vehicle access to some public reserves can be limited or prohibited entirely due to the nature of the reserve, weight limits or sensitive landscaping. Some examples of this are Henley Square and the length of Coast Park. If you require access to these reserves, further strict conditions may be imposed.
- Access to some reserves is restricted by a locked gate. If approval is given to access the reserve, the key must be collected from the Council Offices during normal business hours. A cash deposit is required at the time of collecting the key. The cash deposit will be refunded on return of the key.
- There is a limit of 5 vehicles per permit application unless parking on the entire reserve is requested.
- Applications will be considered within 5 business days from the date that all required information has been lodged with the Council unless requested sooner. For any urgent requests or further information please contact Community Safety on 8408 1198.
