To Take or Allow Horses on the Foreshore

Council's By-Law No. 3 allows for a person to ride, lead, exercise their horse on the foreshore between the hours of 4am and 8am on any day. (unless Council has resolved a section of foreshore where this is not permitted). ​

Horses are only permitted on the following  sections of the foreshore:

  • South of a line 100 metres south of the Henley Jetty and north of a line 100 metres north of the Grange Jetty. 
    Access to these sections of the foreshore is restricted to the Henley Sailing Club ramp, off Burbridge Road and the boat launching ramp, Port Malcolm Reserve, Military Road, Semaphore Park respectively.

Driving, leading or riding any horse on the foreshore outside the hours of 4am and 8am​ requires permission.

There is a non-refundable application fee of $50 which must be paid upon submission of your application.

Application may be made for the following permit types: 

  • Commercial Stable Permit (if approved 5 permits are issued to the applicant);
  • Single permit for a pet horse resident/non resident of CCS.

On approval, permit holders may utilise the foreshore with their horse outside the hours of 4am to 8am.

The assessment process happens within 5 business days and includes:

  • confirmation of your details and required documentation supporting your application
  • investigation of your proposed activity

On approval, you will be provided with a permit confirming the approved activity and the conditions. A Tax Invoice will also be provided for the permit fees and payment must be made within the terms outlined within the Tax Invoice. Payment can be made electronically or refer to the Tax Invoice for other payment methods.

  • You need to supply the following information with your application:
    • Certificate of Currency showing a minimum ten million dollars ($10,000,000) Public Liability Insurance. Note that tax invoices are not considered sufficient evidence of a Public Liability Insurance Policy.
    • Applications will be considered within five 5 business days from the date that all required information has been lodged with the Council.
  • Permits are issued on an annual basis and expire on 31 August of each year.
